New UN Treaty to Protect the Oceans 联合国保护海洋的新条约

After 10 years of difficult talks， nearly 200 countries agreed2 to a newUnited Nations （UN） treaty to protect the world’s oceans. The world’s oceanshave a lot of problems. Countries talked about the treaty for so many years. Oneof the problems was that most oceans didn’t belong3 to anyone， and no law4protected them. The most important reason why it took so long to finish the treatywas economic interests5. The new treaty， which is called the“High Seas Treaty”，starts a plan to protect 30% of the open oceans by 2030.

经过10 年的艰难谈判，近200 个国家同意了一项保护全世界海洋的联合国新条约。全世界的海洋面临着很多问题。各国就该条约谈判多年，其中一个问题是大多数海洋不属于任何人，也没有法律保护它们。花了这么长时间才完成条约，最重要的原因是经济利益问题。这项被称为“公海条约”的新条约启动了一项计划，到2030 年为止要为30%的公海提供保护。
