The Communist Party of China （CPC） has always attached importance to institutional construction of Intraparty Rules and Regulations of the Communist Party of China， focusing on applying Intraparty Rules and Regulations of the Communist Party of China to self-supervision and self-governance in order to improve the Party’s governance capacity and leadership proficiency. Since the Party’s 18th National Congress， the CPC Central Committee with General Secretary Xi Jinping at its core has firmly grasped the new historic juncture of Socialism with Chinese Characteristics entering a new era， clearly put forward the important strategic thinking of bolstering self-governance through institutional building and rule-based Party self-governance， taken institutional construction of Intraparty Rules and Regulations of the Communist Party of China for a long-term and fundamental strategy for full and strict rule-based Party self-governance， and opened new vistas of rule-based Party self-governance in the new era， providing powerful institutional guarantee for the CPC to unite and lead the people to effectively meet major challenges， withstand major risks， overcome major obstruction， resolve major contradictions， and coordinate the advancement of our great struggle， great project， great cause， and great dream.

The CPC Central Committee Attaching Unprecedented Importance to Institutional Construction of Intraparty Rules and Regulations of the Communist Party of China and Synchronizing Development of Overall Interests of the Country and Institutional Construction of Intraparty Rules and Regulations of the Communist Party of China

I.Enhancing Theoretical Guidance to Institutional Construction

Since the Party’s 18th National Congress， General Secretary Xi Jinping has made meticulous assessment and deep reflection on a number of major theoretical and practical questions regarding the cause of the Party and the country in the new era， and set forth a series of original new ideas， thoughts， and strategies on national governance revolving around the major questions of our times： what kind of socialism with Chinese characteristics we should uphold and develop in this new era， and how we should uphold and develop it. At the same time， General Secretary Xi Jinping has， in view of the new situation and new requirements for self-supervision and self-governance and the country， put forward creatively that the Party needs not only to govern the country according to the Constitution of the PRC and the law of the country， but also govern the Party itself according to Party rules， emphasized on persevering with placing rule-based Party self-governance on the strategic position relating to long-term self-supervision and self-governance and lasting stability and tranquility of the country， persevering with improving the institutional guarantee for the “Two Upholds” （upholding General Secretary Xi Jinping’s core position on the CPC Central Committee and in the Party as a whole， and upholding the CPC Central Committee’s authority and its centralized， unified leadership）， persevering with taking the Party Constitution as a general guideline for self-supervision and self-governance， persevering with democratic centralism， persevering with centering institutional construction of Intraparty Rules and Regulations of the Communist Party of China on the overall interests of the work of the Party and the country， persevering with high-quality construction of Intraparty Rules and Regulations of the Communist Party of China system， persevering with strict application and accountability of Intraparty Rules and Regulations of the Communist Party of China， persevering with integrating efforts to strengthen the Party ideologically with those to bolster self-governance through institutional building， persevering with the organic unity of law-based governance of the country and rule-based Party self-governance， and persevering with demanding the “key few” to revere， study， follow and implement Intraparty Rules and Regulations of the Communist Party of China. II.Enhancing Top-Level Design of Institutional Construction

Drawing blueprint for rule-based Party self-governance on the overall and strategic plane， the CPC Central Committee has made a series of important decisions and arrangements to strengthen institutional construction of Intraparty Rules and Regulations of the Communist Party of China. The 4th Plenary Session of the 18th CPC Central Committee defined “forming a sound system of Intraparty Rules and Regulations of the Communist Party of China” as an important task for the construction of the system of the rule of law of Socialism with Chinese Characteristics. The 6th Plenary Session of the 18th CPC Central Committee deliberated and adopted the Guideline of Conduct for Intra-Party Political Life Under New Circumstances and the Provisions Regarding Intra-Party Supervision. The Party’s 19th National Congress stressed on putting in place a system of Intraparty Rules and Regulations of the Communist Party of China that covers all aspects of Party leadership and Party building， and put it into the Party Constitution that “Rule-based Party self-governance is carried out in accordance with regulations and both symptoms and root causes of problems are addressed”. The 4th Plenary Session of the 19th CPC Central Committee regarded upholding and further improving the Party’s leadership systems as a primary task in upholding and further improving the system of Socialism with Chinese Characteristics， and in modernizing China’s system and capacity for governance， and made arrangements as such. On the Party’s new journey， the Party’s 20th National Congress made new strategic arrangements for bolstering self-governance through institutional building and rule-based Party self-governance， clearly put forward that it is necessary to further improve the system of Intraparty Rules and Regulations of the Communist Party of China， strengthen the authority and execution ability of Intraparty Rules and Regulations of the Communist Party of China， and form mechanisms to uphold truth， right wrongs， detect mistakes， and correct errors. In 2016 and 2021， the CPC Central Committee held two work conferences on Intraparty Rules and Regulations of the Communist Party of China， and promulgated the Opinions on Strengthening Institutional Construction of Intraparty Rules and Regulations of the Communist Party of China， and made successive three five-year plans of drafting work for central Intraparty Rules and Regulations of the Communist Party of China， guiding the continued advancement of institutional construction of Intraparty Rules and Regulations of the Communist Party of China in the new era.
