中缅警方首次在缅北木姐地区开展联合打击行动352名中国籍电信网络诈骗犯罪嫌疑人被移交我方
为持续推动打击缅北涉我电信网络诈骗犯罪专项行动向纵深发展，近日，中国警方与缅甸警方开展国际警务执法合作，首次在缅北木姐地区开展联合打击行动，成功抓获807名实施跨境电信网络诈骗的犯罪嫌疑人。其中，缅甸籍犯罪嫌疑人455名，中国籍犯罪嫌疑人352名。按照双方协定，中国籍犯罪嫌疑人已于3月31日全部移交我方，缅甸籍犯罪嫌疑人由缅方打击处理。此次行动是中缅警方开展警务执法合作取得的又一重大战果，彰显了两国共同打击跨境电信网络诈骗犯罪的坚定决心和鲜明立场。
去年以来，针对缅北涉我电信网络诈骗犯罪严峻形势，公安部持续深化与缅甸执法部门的国际警务执法合作，联合开展了一系列打击行动，累计4.8万名中国籍涉诈犯罪嫌疑人被移交我方，缅北涉我电信网络诈骗犯罪形势明显好转。但缅北木姐地区仍有部分诈骗集团心存侥幸、顶风作案，甚至武装参诈护诈，性质恶劣、危害严重。为坚决打击电信网络诈骗集团的嚣张气焰，全面清除木姐地区诈骗窝点，公安部与缅甸警察总部开展多轮会谈磋商，达成一致意见，决定开展联合打击行动。近日，根据我公安机关提供的诈骗窝点和相关人员线索，缅甸警察总部派员赴缅北木姐地区，组织指挥当地执法力量开展集中抓捕行动，抓获中国籍涉诈犯罪嫌疑人352名，其中幕后“金主”、组织头目和骨干21名，在逃犯罪嫌疑人51名，现场缴获一大批电脑、手机、诈骗话术脚本等作案工具。目前，全部中国籍犯罪嫌疑人及涉案证据物品已通过云南瑞丽边境口岸顺利移交我方，公安部已部署安徽、江苏等地公安机关将犯罪嫌疑人有序押回，全力开展案件侦办工作。
公安部有关负责人表示，电信网络诈骗犯罪已成为全球性打击治理难题，加强国际警务执法合作是大势所趋。中国警方将继续深化与相关国家和地区的警务执法合作，持续深入开展联合打击行动，坚决铲除诈骗窝点，依法缉捕涉诈人员，坚决遏制跨境电信网络诈骗犯罪高发态势，切实维护人民群众生命财产安全。公安机关正告电信网络诈骗分子，境外并非法外之地，要认清形势，悬崖勒马，尽快回国投案自首，争取宽大处理。
Myanmar police hand over 352 telecom fraud suspects to China
China's Ministry of Public Security （MPS） Monday said the Myanmar police repatriated 352 Chinese nationals suspected of telecom fraud to China on March 31.
In the first joint law enforcement operation between Chinese and Myanmar police in the region of Muse， northern Myanmar， a total of 807 suspects engaged in cross-border telecom fraud were arrested.
Among those， 352 were Chinese nationals， while 455 were Myanmar citizens who were handled by the Myanmar police.
Among the individuals of Chinese nationality apprehended， 21 were identified as key members of telecom scam gangs， and 51 were fugitive suspects. Additionally， a significant quantity of crime-related tools， including computers， mobile phones， and scam scripts， were confiscated during the operation.
Since 2023， 48，000 Chinese nationals suspected of fraud have been repatriated from Myanmar to China.
In a statement， the MPS vowed to deepen border law enforcement cooperation with relevant countries and regions， as well as sustain intense crackdowns on cross-border telecom fraud， thereby safeguarding people's lives and property firmly.
Furthermore， the MPS urged individuals involved in telecom scams to voluntarily surrender to Chinese authorities promptly in order to receive leniency in the handling of their cases. （Source：Xinhua）
缅甸妙瓦底地区800余名中国籍涉赌诈人员经泰国被遣返回国
近日，经中泰缅三国有关部门协商同意，缅甸妙瓦底地区的800余名中国籍涉赌诈人员途经泰国陆续被遣返回国。
据了解，为依法打击跨国电信网络诈骗、网络赌博等突出犯罪活动，2023年3月中国警方与缅甸、泰国执法部门启动联合打击行动，取得丰硕成果。其中，中缅两国警方加强国际执法合作，不断加大对缅北地区赌诈犯罪的打击力度，形成强大震慑。随着打击行动持续深入，经三方共同努力、密切协作，缅甸妙瓦底地区涉赌诈犯罪园区的部分中国籍人员提出自愿回国。近日，中国警方派出工作组会同缅、泰方完成上述人员遣返工作。
中方将继续加强与有关国家的执法合作，持续打击跨国电信网络诈骗、网络赌博等犯罪活动，全力保护人民群众生命财产安全。（来源：公安部网站）■
800 Returned to China after Gambling and Fraud in Myanmar
More than 800 Chinese nationals involved in gambling and fraudulent activities in the Myawaddy area of Myanmar have been gradually repatriated back to China through Thailand after a consultation between authorities from China， Thailand and Myanmar， as announced by the Ministry of Public Security on Wednesday.
In March 2023， Chinese law enforcement authorities initiated joint anti-crime actions targeting transnational telecom fraud and online gambling with their counterparts in Myanmar and Thailand， achieving fruitful results
As the crackdown intensified， through the joint efforts and close cooperation of the three parties， some Chinese nationals involved in the gambling and fraudulent activities in the Myawaddy area have voluntarily turned themselves in for returning to China.
Recently， a working group dispatched by Chinese law enforcement authorities， together with counterparts from Myanmar and Thailand， completed the repatriation of the individuals.（Source：Xinhua）■
澜沧江—湄公河综合执法安全合作中心援建老挝执法勤务站交接仪式举行
澜沧江—湄公河合作是中国与湄公河五国共商共建共享的新型次区域合作机制，六国将每年3月23日所在的一周确定为“澜湄周”。为庆祝澜湄合作八周年暨2024年“澜湄周”，澜沧江—湄公河综合执法安全合作中心援建老挝边境省份执法勤务站交接仪式3月15日在老挝丰沙里省举行。澜湄执法合作中心、老挝国防部总参谋部边境局有关负责人和老挝丰沙里省军政代表出席交接仪式。
2018年以来，澜湄执法合作中心分批次向老挝边境省份援建多个执法勤务站和毒品查缉站，捐助了巡逻艇、快艇等执法物资。相关执法勤务站与毒品查缉站工作成果显著，缴获大量毒品和易制毒化学品，有力打击了老挝边境地区违法犯罪行为，维护了当地安全与秩序。

Handover Ceremony Held in Phongsaly， Laos
The Lancang-Mekong Cooperation is a new type of subregional cooperation mechanism jointly built and shared by China and the five Mekong countries. The six countries designate the week of March 23rd as the "Lancang-Mekong Week". To celebrate the 8th anniversary of Lancang-Mekong Cooperation and the 2024 "Lancang-Mekong Week"， on March 15， the handover ceremony of the Lao People's Army Service Point assisted by the Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center （LMLECC） was held in Phongsaly Province， Laos. The relevant person in charge of LMLECC， Military Border Department， General Staff Department， Ministry of Defense， Laos and the representative of Phongsaly Military District， Lao People’s Army， attended the delivery ceremony.
Since 2018， the LMLECC has assisted in the construction of multiple law enforcement service points and drug detection points in the border provinces of Laos， and has donated patrol boats， speedboats and other law enforcement facilities. The service points and drug detection points have achieved remarkable results. A large number of drugs and precursor chemicals have been seized， which effectively combated criminal activities in Lao border area， maintaining the local security and order.
