赵化金:把民生小事干出大名堂

“太感谢了,要不然真不知道怎么跟女朋友交代了!我一定要给你们送一面锦旗。”李先生喜笑颜开,和两天前报警时沮丧失落的样子判若两人。
“嗐,别浪费(做锦旗)那钱了,这都是我们应该做的。”
几天前,李先生收到了女朋友赠送的生日礼物——一辆价值7000余元的品牌自行车。怎料礼物到手还没焐热乎就被人给偷了。接到报警后,赵化金带领巡防队员们迅速侦查,在中心现场没有监控的情况下,通过调查走访梳理寻找线索,经过48小时接力奋战,让自行车物归原主。
赵化金是北京市公安局大兴分局反恐怖特巡警支队三中队副中队长,也是巡逻打现工作的负责人。在近五年的街头巡防工作中,他接触最多的就是“小偷小摸类”民生小案,深刻感受到群众真真切切的喜怒哀乐。群众财产受损时无助的眼神、焦急慌乱的状态,还有那种把希望完全寄托在他身上的依赖感,时刻鞭策着赵化金,让他不断精进业务能力。为了回应人民群众对良好社会秩序的期待,他将打击防范“盗非”类案件作为日常巡逻打击的重点,紧贴辖区实际和警情“三高”特点,切实发挥街头打现利刃尖刀作用,狠狠打击了违法犯罪分子的嚣张气焰。群众的一声道谢、一句认可、一个微笑,对他而言都是极大的鼓励。
由于工作性质特殊,赵化金一年中有超过三分之一的时间在后半夜工作。在群众熟睡的时候,他打起精神,高度敏感,巡视每一个可疑之处,随时准备战斗。巡逻工作充满了辛苦和危险,可赵化金从不觉得苦,相反他觉得很快乐。作为党员,他时刻冲在前,干在前,带出了一支骁勇善战、所向披靡的打现队伍。工作中,他们总结完善了“三项机制”“黄金五分钟”“十看十问”等巡逻打现工作法,综合运用巡逻盘查、便衣蹲守等手段,练就了一双快速识别违法犯罪的火眼金睛。
今年5月份,赵化金在巡逻工作中发现了一个熟面孔霍某。“咱们跟着他。看他要干吗?”根据这位“熟人”东张西望、鬼鬼祟祟的表现,赵化金断定他又在寻找下手目标。“来了来了”,不出所料,霍某出手了,短短几秒钟时间,他将别人的电瓶放在自己的电动车上,准备加速逃离。赵化金看准时机,飞身扑向霍某。霍某满腔怒火喊道:“你干吗呀?!”可当他起身,看清赵化金的脸,态度随即一百八十度转弯。“赵警官,我错了,我都被你抓了三次了,没脸再来了,以后再也不偷了。”此后,巡逻队员们再也没有发现霍某作案的身影。就这样一桩桩一件件,通过赵化金和巡防队员们持续不断地打击、教育,辖区治安秩序日益向好,警情发案量逐渐走低。
从2016年转业到大兴分局工作以来,赵化金凭借对党忠诚、服务人民的一腔热忱和兢兢业业、锐意进取的工作态度,先后荣获了“北京榜样·最美警察”、首都公安青年榜样、首都公安青年杰出卫士、五四青年节全国公安机关成绩突出青年民警、首都五一劳动奖章等荣誉称号。今年七一前夕,他被授予北京市公安局优秀共产党员称号,这也更让他感到一份来自党组织的沉甸甸信任和肩上所担负的责任。
“作为新时代首都公安队伍中的一员,我将立足社会面巡逻打防一线,当好人民群众的忠诚守护者、平安辖区的奋力建设者,为首都公安队伍续写光荣,为辖区安全稳定贡献力量。”面对荣誉,他始终保持谦虚谨慎,不骄不躁,用实际行动践行入警之初“把一生献给党,把一生献给公安事业”的铮铮誓言。
Turning Minor Issues into Great Gains

"Thank you so much for your assistance; otherwise, I'd have been at a loss on how to discuss this with my girlfriend. I'll send you a banner to show my appreciation," said Mr. Li, his joyful smile a stark contrast to how sad and upset he had been when reporting the theft to the police just two days earlier.
"Hey, don't bother with the banner. This is what we should do," replied the police officer.
A few days ago, Mr. Li received a birthday gift from his girlfriend—a high-end bicycle worth over 7,000 yuan. He was ecstatic, but before he could enjoy it, the bike was stolen. When Mr. Li sought help, Zhao Huajin and his patrol team launched a swift investigation. Despite the absence of surveillance video footage at the theft location, they tirelessly searched the neighborhood for leads and information. Remarkably, within just 48 hours of dedicated work, they successfully returned the stolen bicycle to its owner.
Zhao serves as the Deputy Chief in the Third Squadron of the Anti-Terrorism Special Patrol Detachment within the Daxing Branch of the Beijing Public Security Bureau. His responsibilities encompass overseeing street patrols and law enforcement. Over his five years of street patrol, he primarily handled cases like "petty theft" ,which directly impacted the everyday lives of ordinary citizens. These cases deeply resonated with him as he witnessed the helplessness and distress in the eyes of those who had lost their belongs. The trust people placed in him motivated Zhao to enhance his professional skills. In his pursuit of maintaining a peaceful social order, Zhao prioritized addressing "motorbike theft" cases during his daily patrols. He understood the specific challenges within his jurisdiction, along with recurring patterns in various locations, cases, and among certain groups of individuals. His team's swift and decisive actions against illegal activities struck a blow against criminals. Every "thank you", or smile from the local community provided significant motivation for him.
Given the unique demands of his work, Zhao dedicated more than one-third of his working hours to late-night shifts. While most people were asleep, he carried out his responsibilities with exceptional vigilance and enthusiasm. He diligently observed every suspicious location, remaining prepared to respond quickly and effectively. Street patrol came with uncertainties and dangers, but Zhao embraced it with joy. As a party member, he consistently led by example, working tirelessly and setting an exemplary standard for his team, which became more efficient and disciplined under his guidance. Zhao and his team also developed a set of patrol procedures, including the "Three Mechanisms," "Golden Five Minutes", and "Ten Inspections and Ten Questions", along with various field practices such as street stops, investigations, and covert surveillance in plainclothes. These practices sharpened their ability to identify potential crimes and suspects in real-time.
While on patrol in May this year, Zhao spotted the familiar face of someone surnamed Huo. Zhao suggested, "Let's follow him and see what he's up to." Given this old acquaintance's suspicious appearance, Zhao deduced that he might be targeting someone once again. As anticipated, Huo's unlawful intent came to light. In just a matter of seconds, he removed a battery from someone's motorbike and placed it on his own motorbike, trying to make a quick getaway. Seizing the opportunity, Zhao sprang into action. Startled by the sudden intervention, Huo angrily yelled, "What are you doing?!" However, upon seeing Zhao's face, his demeanor immediately shifted. "Officer, I made a mistake. You've caught me three times. I feel ashamed and promise never to steal again," lamented Huo. Following this incident, the patrol members never observed Huo engaging in similar crimes again. As a result of these incidents and the persistent efforts of Zhao and his team, the security situation in their jurisdiction improved, and the number of violations decreased over time.
Since transitioning from the military to the Daxing Police Branch in 2016, Zhao has received several prestigious titles and awards, including "Beijing Exemplary Police: Most Outstanding Police Officer", "Capital City's Public Security Youth Model Worker", and "Capital City's Outstanding Public Security Youth Guard", as well as the "May 4th National Award for Young Officer with Outstanding Achievements" and the "Capital City's May 1st Labor Medal".
"In this new era, as a member of the capital city's public security force, I will continue to immerse myself in frontline police patrol work. I am committed to being a loyal guardian of the people and a dedicated contributor to creating a safer environment. I will also remain devoted to upholding the reputation of the Capital Public Security Bureau and work towards enhancing the security and stability of this region." Despite numerous honors, Zhao maintains his humility and diligence, staying true to the solemn pledge he made when he first joined the police force, vowing "to dedicate his life to the party and the cause of public security".
