王小洪出席第9届中国—东盟打击跨国犯罪部长级会议
公安部部长王小洪9月22日在京以视频形式出席第9届中国—东盟（10+1）打击跨国犯罪部长级会议并作主旨发言。
王小洪表示，去年11月，习近平主席同东盟国家领导人共同出席中国—东盟建立对话关系30周年纪念峰会，为中国东盟关系发展作出战略指引，也为中国东盟执法合作发展指明了方向。《中国与东盟关于非传统安全领域合作联合宣言》发表20年以来，我们高举“合作、创新、法治、共赢”的旗帜，推动中国与东盟执法合作实现了跨越式发展。面对当前严峻复杂的国际和地区安全形势，各国求稳定、谋合作、促发展的呼声和愿望愈加强烈。中方愿与东盟各国积极践行习近平主席提出的全球安全倡议，共同促进地区和平稳定，为共建和平、安宁、繁荣、美丽、友好的“五大家园”保驾护航。
王小洪代表中方提出4点建议：一是构建更加团结的执法合作关系。坚持平等尊重，加强沟通协商，增进战略互信，以合作谋安全、谋稳定，以安全促和平、促发展。二是构建更加高效的打击跨国犯罪网络。加强信息共享，完善工作机制，提升行动效能，共同打击电信网络诈骗、跨境赌博及人口贩运、绑架拘禁等犯罪活动。三是构建更加专业的执法能力建设体系。中方将向东盟国家执法部门提供短期培训和来华学历教育名额，倡议建立中国东盟执法培训教官库，深化各国警察院校间的交流与合作。四是构建更加均衡的域内社会治理格局。中方支持东盟警察组织、澜湄综合执法安全合作中心等加强研究，针对域内各国国内的突出社会问题和安全风险，提出防范应对建议。中方愿分享“平安中国”建设经验，同各方深入开展社会治理领域合作，共同将中国东盟建成社会安全稳定、人民安居乐业的安宁家园。
东盟各成员国执法安全部门负责人参会并发言。会议发表了《第9届中国—东盟打击跨国犯罪部长级会议暨〈中国与东盟关于非传统安全领域合作联合宣言〉发表20周年纪念活动联合声明》。
Wang Xiaohong Attends the Ninth ASEAN-China Ministerial Meeting on Transnational Crime
On September 22， Wang Xiaohong， Minister of Public Security， P. R. China attended the Ninth ASEAN-China Ministerial Meeting on Transnational Crime （9th AMMTC + China） via video link in Beijing and made a keynote speech.
Wang Xiaohong noted that at the ASEAN-China Special Summit to Commemorate the 30th Anniversary of ASEAN-China Dialogue Relations held in last November， President Xi Jinping with leaders of ASEAN member states gave strategic guidance for the development of ASEAN-China relations and defined the direction of ASEAN-China cooperation on law enforcement. China has always held high the banner of “Cooperation， Innovation， the Rule of Law and Win-win Results” and successfully advanced the leapfrog development of ASEAN-China cooperation on law enforcement over the past two decades since the Joint Declaration of ASEAN and China on Cooperation in the Field of Non-Traditional Security Issues was released. All regional countries appear increasingly eager for stability， cooperation and development in the face of tough and complicated international and regional security situation. Under such a context， China is willing to join hands with ASEAN member states to actively implement the Global Security Initiative put forward by President Xi Jinping and make concerted efforts to facilitate regional peace and stability， thus building the region into a peaceful， stable， prosperous， beautiful and harmonious home.
In his speech， Wang Xiaohong made four proposals. First， foster more united cooperation on law enforcement. Regional countries should adhere to the principle of equality and mutual respect， strengthen communication and consultation， enhance strategic mutual trust， seek security and stability through cooperation， and promote peace and development with security. Second， build a more efficient network against transnational crimes. Regional countries should strengthen information sharing， optimize the working mechanism， enhance operational effectiveness， and jointly crack down on telecom and network frauds， cross-border gambling， human trafficking， kidnapping， detention， and other criminal activities. Third， form a more professional law enforcement capacity building system. China will provide short-term training and academic education quota for law enforcement departments in ASEAN member states， propose to establish a talent pool for ASEAN-China law enforcement trainers， and deepen exchanges and cooperation among police academies in the region. Fourth， build a more balanced intra-region social governance pattern. China will support ASEAN Police Organization， Lancang-Mekong Integrated Law Enforcement and Security Cooperation Center and other regional organizations to conduct more extensive researches and put forward suggestions on countermeasures for outstanding social issues and security risks faced by countries in the region. China is willing to share its experience in implementing the “Peaceful China” Initiative， deepen the cooperation with all parties on social governance， and make joint efforts to build ASEAN and China into a peaceful， stable， prosperous and contented home.
Heads of law enforcement and security departments of ASEAN member states attended and addressed the meeting. At the meeting， attendees also witnessed the release of the Joint Statement on the Ninth ASEAN-China Ministerial Meeting on Transnational Crime and the Twentieth Anniversary of the Joint Declaration of ASEAN and China on Cooperation in the Field of Non-Traditional Security Issues.
