阿拉善盟肉苁蓉产业发展现状与对策0

摘要 为深入了解阿拉善盟肉苁蓉产业现状及其面临的挑战,并制定相应的对策,以推动该产业的高质量发展。通过实地调研和梳理相关文献研究,总结阿拉善盟肉苁蓉产业发展现状特征,剖析阿拉善盟肉苁蓉产业现阶段发展存在的短板,提出阿拉善盟肉苁蓉产业高质量发展的对策选择,对实现农牧民增收和沙产业赋能增效、筑牢“三北”生态屏障,推进林下经济现代化发展和高质量实施乡村振兴战略具有重要历史意义。研究表明,阿拉善盟自然环境适宜肉苁蓉种植,且种植规模不断扩大,种植加工技术体系、产品体系和品牌宣传推介体系初步形成,产业政策日趋完善。阿拉善盟肉苁蓉产业发展过程中,自然条件恶劣,标准化种植程度不高,产业价值链短,产业集群效应和品牌效益不明显,产品精深加工不足,产品附加值低,营销建设不足导致产品在大健康市场缺位。针对上述短板问题提出相应对策建议,以期走出具有阿拉善盟特色的肉苁蓉产业高质量发展之路,把肉苁蓉产业打造成为阿拉善盟产业生态化和生态产业化的样本产业。

Current Situation and Countermeasures of Cistanche deserticola Industry Development in Alxa League

Abstract In order to deeply understand the current situation and challenges of Cistanche deserticola industry in Alxa League, and formulate corresponding countermeasures to promote the high-quality development of this industry. This study investigated the production situation and relevant literature research, the development present characteristics of Cistanche deserticola industry in Alxa League were summarized, the current development shortcomings and the high quality implementation countermeasures of Cistanche deserticola industry were analyzed and explored, to realize the increasing of peasants’income and the sand industry efficiency, built ecological barrier for the “Three-North Shelterbelt”. And it also has great historical significance to promote the modernization of the under-forest economy and implement the high-quality rural revitalization strategy. The research showed that the natural environment in Alxa League was suitable for the cultivation of Cistanche deserticola and the planting scale was constantly expanding. The planting and processing technology system, product system and brand promotion system were initially formed, and the industrial policy system was gradually improving. In the development process of Cistanche deserticola industry in Alxa League, the natural conditions were harsh, there were difficulties in standardized planting, shortcomings in the links such as short industrial value chain, the industrial cluster effect and brand benefits were not obvious, the deep processing of products was insufficient, the added value of products was low, and marketing construction was insufficient, resulting in the absence of products in the big health market. In view of above problems, the corresponding countermeasures and suggestions were put forward, in order to walk out of the road of high-quality development of Cistanche deserticola industry with the characteristics of Alxa League, and build the Cistanche deserticola industry into a sample industry of industrial ecology and ecological industrialization in Alxa League.

肉苁蓉(Cistanche deserticola Ma)是列当科肉苁蓉属多年生寄生草本植物,又名肉松蓉、大芸、金笋和地精等,主产于内蒙古、宁夏、甘肃以及新疆等地[1]。肉苁蓉含有丰富的氨基酸、多糖、苯乙醇苷类、环烯醚萜类、木质素类和生物碱等生物活性物质,具有较高食用和药用价值,被誉为“沙漠人参”[2-4]。阿拉善盟是肉苁蓉(荒漠)的道地产区,独特的地理环境和气候条件造就了肉苁蓉甘而性温、咸而质润的品质,被历代医书记载并列为上品,因此阿拉善也被称为“世界苁蓉之乡”。近年来,阿拉善盟大力发展肉苁蓉、双峰驼、黑果枸杞等特色沙产业,出台了一系列优惠政策,力促肉苁蓉等沙产业高质量发展。肉苁蓉产业高质量发展,对实现农牧民增收和沙产业赋能增效、筑牢“三北”生态屏障,推进林下经济现代化发展和高质量实施乡村振兴战略具有重要历史意义。在大量调查研究和系统梳理基础上,分析阿拉善盟肉苁蓉产业发展的现状特征,剖析现阶段阿拉善盟肉苁蓉产业发展存在的短板,提出持续推进阿拉善盟肉苁蓉产业高质量发展的对策建议,以期为该产业的健康可持续发展和相关研究提供参考。

1 阿拉善盟肉苁蓉产业发展现状特征

1.1 自然环境适宜肉苁蓉种植

阿拉善盟地处内陆高原,周围群山环绕,远离海洋,是典型的中温带大陆性气候,夏热冬寒,平均海拔900~1 400 m,年日照时数2 600~3 500 h,无霜期130~165 d,年平均气温7.9~10 ℃,昼夜温差大,气候凉冷,干旱少雨,雨热同期,年降水量39.3~224.2 mm,土质粗疏,质地松散,表土有机质含量1.0%~1.5%,沙漠、砾漠、盐碱地分布较多[5-6]。肉苁蓉通常生长在气候干旱,降水少,日照时间长,昼夜温差大,生境条件较恶劣的沙丘、干涸河床、湖盆低地等地区,尤其喜欢轻度盐渍化的沙地荒漠。肉苁蓉依靠种子繁殖,生于海拔225~1 150 m荒漠中,多寄生在旱生植物梭梭30~100 cm深的侧根根部,其肉质茎高约40~160 cm,大部分地下生,自下而上逐渐变细。阿拉善盟的自然环境条件与梭梭-肉苁蓉分布海拔区域,耐旱性强、抗盐碱、耐寒、抗风沙、易栽种等特性相适宜,造就了阿拉善盟肉苁蓉产业发展得天独厚的自然环境优势。

1.2 肉苁蓉寄主梭梭种植规模不断扩大

20世纪50年代,阿拉善盟有原始梭梭林近113.33万hm2,但由于气候异常、降水减少、过度放牧等原因,到80年代只剩下55.60万hm2,到2010年仅有30.73万hm2符合国家灌木林资源标准[7],遏制荒漠化蔓延已刻不容缓。2013年6月,阿拉善盟发布了《阿拉善盟沙生资源植物研发与产业化总体规划》,对全盟各类沙生植物进行了本底调查和产业规划,进一步明确制定了人工种植梭梭、白刺等防风固沙植物的相关政策。近年来,随着林业产业结构调整,创新发展林下经济已成为乡村振兴战略的重要抓手,更是林业体系建设和农业经济发展的重要内容。由表1可知,阿拉善盟梭梭-肉苁蓉资源呈增长趋势,特别是2016年后增长趋势极为显著。截至2022年底,阿拉善盟天然梭梭林封育面积已达96.67万hm2,累计完成人工种植梭梭林54.28万hm2,接种肉苁蓉9.78万hm2,共建立0.67万~5.33万hm2人工梭梭-肉苁蓉种植基地9处,年产肉苁蓉稳定在5 400 t以上,肉苁蓉产业发展基础得到进一步夯实。

1.3 肉苁蓉种植和加工技术体系初步形成

经过多年研究探索,阿拉善盟肉苁蓉生态种植和田间管理方面取得了显著进展。在荒漠肉苁蓉种子培育、寄主选择、接种方法、增产措施、有害生物防控、成熟采收、产地初加工等多个领域,积累了丰富经验,先后形成《阿拉善荒漠肉苁蓉生态种植技术规程》《阿拉善荒漠肉苁蓉有害生物防控技术规程》《阿拉善荒漠肉苁蓉产地初加工技术规程》《食品安全地方标准 肉苁蓉生产卫生规范》和《阿拉善荒漠肉苁蓉》等地方标准[8]。这些地方标准和技术规程的制定既是对荒漠肉苁蓉种植的经验总结,也为进一步推广肉苁蓉种植提供技术支撑。

随着肉苁蓉种植规模扩大和产业发展,肉苁蓉加工技术体系也不断发展完善。肉苁蓉生物活性物质如多糖、苯乙醇苷类、萜类、多酚类化合物等功能性化合物的研究取得重要进展,肉苁蓉气调保鲜加工技术、干燥工艺技术、超微粉碎等技术逐步成熟,肉苁蓉鲜切片、肉苁蓉复合饮料、肉苁蓉固体粉和其他产品加工技术体系初步形成,为阿拉善盟肉苁蓉产业高质量发展奠定了坚实基础。

1.4 肉苁蓉龙头企业初具规模,产品体系初步形成

肉苁蓉种植规模的扩大和加工能力的提高,需要不断更新和完善配套设施,以确保肉苁蓉产业可持续发展。2019年国家卫生健康委员会和国家市场监督管理总局又将荒漠肉苁蓉列为药食同源物质管理,肉苁蓉被正式批准进入新食品原料名单,相对于其他新食品及其产品开发而言,肉苁蓉产品开发较晚,但也逐步形成了较为完善的产品体系。2020年初,阿拉善左旗申报的“阿拉善肉苁蓉”被认定为内蒙古自治区特色农畜产品优势区,2022年初阿拉善盟生态科技创业园被认定命名为“国家阿拉善沙产业示范园区”,该园区集肉苁蓉种植、加工、科研、销售为一体,已建立较为完善的产业链。目前,阿拉善盟共有内蒙古苁蓉健康科技有限公司、内蒙古曼德拉生物科技有限公司、内蒙古沙漠肉苁蓉有限公司等13家肉苁蓉试点企业,共计47种试点产品。研究发现肉苁蓉及其提取物在免疫调节、抗氧化延缓衰老、抗肿瘤、神经调节保护等方面具有重要作用[9]。科研工作者对肉苁蓉产品开发已展了广泛研究,如肉苁蓉饮料(肉苁蓉原浆、肉苁蓉复合植物饮料)、肉苁蓉发酵食品(肉苁蓉酵素、肉苁蓉复合酸奶、肉苁蓉酒)、肉苁蓉固体制品(肉苁蓉压片糖果、肉苁蓉粉、肉苁蓉茶)、肉苁蓉保健品(肉苁蓉养生液、肉苁蓉口服液)和其他产品(肉苁蓉浸膏、蜜饯)都发表了相关研究成果。这些科研成果为肉苁蓉产品开发提供了科学依据和技术支撑。由表2可知,阿拉善盟肉苁蓉产品开发主要集中在肉苁蓉原浆、复配植物饮料、肉苁蓉酒类、肉苁蓉茶等方面,其他如肉苁蓉养生液、肉苁蓉中成药和化妆品也在开发之列。
